Daleville, Pendleton and Anderson Men Arrested on Felony Charges After Joint Investigation

Madison CountyThree former Department of Corrections employees were arrested this morning on felony warrants as a result of an ongoing investigation between Department of Corrections Investigators and Investigators at the Indiana State Police Pendleton District.

The charges stem from an alleged incident that occurred on 2/24 of this year at the Pendleton Correction Facility, when an inmate reported being battered by staff. After Department of Corrections Investigators did a preliminary investigation, the Indiana State Police Pendleton District was contacted to do an investigation.  Once the investigation by both agencies was completed, it was turned over to Madison County Prosecutor’s Officer for their review.

As a result of the prosecutor’s review, Matthew Franklin, age 29 of Daleville, and Zachary Graham, age 30 of Pendleton, were arrested this morning on felony charges of Battery with Moderate Injury, Level 5 Felony, and Official Misconduct, Level 6 Felony. Both were lodged in the Madison County Jail.

Also arrested in connection with the incident was Jonathan Reed, age 29 of Anderson, charged with Level 6 Felony Official Misconduct and misdemeanor False Reporting.  He was also lodged in the Madison County Jail. Pendleton Correctional Facility Warden Dushan Zatecky stated “Dedicated and disciplined public servants are crucial to a safe and successful correctional environment,”

Warden Zatecky added “At Pendleton Correctional Facility, we have zero tolerance for violating IDOC’s excessive or unnecessary use of force policy. We will continue to increase our efforts to detect and eliminate these behaviors to ensure both staff and offenders remain safe and secure.” The alleged victim in this investigation has been moved to another D.O.C. facility.
